Is it terribly cynical of me to think that the studio has pushed back the release date of Harry Potter and the Half-Blood Prince because the movie isn't coming together so well in the studio and they're taking the extra time to re-edit it?

In short, could it be that they're delaying it because it sucks and they're hoping to save it in post-production? Because otherwise this move makes zero sense economically.

My sense was that the studio didn't have a quote-unquote big movie in the pipeline for next summer, and that was why the change - but I could easily be wrong.

I never really care when films are released. When they come out, if I want to see them, I go. But I'm much more a book person.

No, you're right. Because of the strike and the possible SAG strike that didn't happen, the studios haven't produced movies, which means they don't have enough summer movies, which is when movies score big. HP is a guaranteed box office smash and would ensure that the WB is one of the biggest earners for the quarter.
